Passenger service and security fees

Section GEN 4.1 of the Rwanda eAIP sets the passenger charges. The passenger service fee and the security fee both apply to departing passengers aged 2 and over ¹. They are payable by the operator and included in the passenger's ticket ¹.

RCAA passenger oversight fee

Aeronautical Information Circular A 01/23 of 3 April 2023 sets out the fees and charges of the Rwanda Civil Aviation Authority (RCAA) ². Schedule E includes a passenger safety and security oversight fee ². The circular sets it at 30% of the combined airport passenger fee and airport security charge, collected per departing passenger ².

The circular was signed by RCAA Director General Silas Udahemuka ². It covers licences, certificates, aircraft registration and drone permits as well ². This page has not found an official figure in US dollars for the oversight fee per ticket.

Charges airlines pay for aircraft

The eAIP says Rwanda Airports Company collected landing and lighting charges at Kigali International Airport until 31 December 2023 ¹. From 1 January 2024 ASECNA aeronautical charges apply at Kigali, set in euros by aircraft weight ¹. At the other RAC aerodromes the landing charge is US$4.50 per 1,000 kg up to 50,000 kg and US$4.90 above that ¹.

Parking at Kigali is free for the first 6 hours. After that each 24-hour period counts as one day and the charge depends on aircraft weight, from US$6.00 up to 9,000 kg to US$101.00 above 270,000 kg ¹. Hangarage is double the parking charge ¹. A special aircraft security guard costs US$25 per hour on request ¹.

Exemptions

The eAIP exempts aircraft owned or operated by the Government of Rwanda from charges ¹. It exempts foreign diplomatic, presidential and military aircraft on official missions cleared by the Minister of Foreign Affairs and Cooperation ¹. Aircraft returning for safety reasons, aircraft diverting to avoid imminent danger and approved test flights are exempt too ¹.

Aircraft landing only for customs, health, immigration or air traffic control are exempt if no passengers, cargo or mail are exchanged and no fuel is taken on ¹.

Who sets and publishes the charges

Rwanda Airports Company manages airport operations and air navigation services for Rwanda's airports and is a subsidiary of a holding group wholly owned by the Government of Rwanda ³. RAC publishes a 2025 commercial charges document and non-aeronautical commercial guidelines for Kigali International Airport on its charges page ⁴. This page could not read those documents, so car parking and other commercial rates are not listed here ⁴.
