What the annual reports publish
The Auditor General presented the annual report for the year ended 30 June 2025 to Parliament, according to an Office of the Auditor General announcement dated 6 May 2026. The report covers 96 percent of government spending across 252 public entities 1. Entities with an unqualified audit opinion rose to 97 percent from 94 percent 1.
That annual report says the office issued 6 information systems audit reports on key government systems, against 7 the year before 2. It does not name the systems or list findings for those audits. It says one IS audit, on the Social Registry, was still ongoing 2. The annual report for the year ended 30 June 2024 gives no findings on the Rwanda Revenue Authority, Irembo, immigration or border posts 3.
Status: the published annual report texts opened for this page do not give system-level findings 2,3.
Irembo: rejected applications (2025 report)
Umunota reported on 11 May 2026 that the report for the year ended 30 June 2025 found 270,571 Irembo service applications rejected or not completed between March 2023 and September 2025 4. In many cases applicants had already paid fees. Some had to apply again and pay again 4. The review covered local government services, qualification equivalence, notary services and land transactions 4.
The report attributed the problem to weaknesses in processing and validation stages. It recommended telling applicants about missing requirements before rejection 4. The sources opened for this page do not include a response from Irembo or the agencies concerned.
Irembo: data from the first system (2022 to 2023)
KT Press reported on 12 September 2023 that the Auditor General's report for 2022 to 2023 found Irembo lacked full access to data from IremboGov 1.0. Irembo had not paid a balance of US$5,069,731 to CrimsonLogic, and CrimsonLogic had not handed over data, source code and documents 5.
Official response, as reported: Irembo CEO Israel Bimpe told the Public Accounts Committee that the balance would be paid by November 2023 and that the gap did not affect citizens 5. The hearing heard that 2,568 civil servants paid Rwf 4,044,611 for services between January and September 2022 that were not delivered or refunded 5.
Rwanda Revenue Authority revenue systems (2014 audit)
The New Times reported on 12 May 2015 that the Auditor General found Rwanda Revenue Authority collections for the year ended 30 June 2014 overstated by Rwf32.5 billion 6. It found a Rwf10.7 billion gap between reported revenue and the amount from the authority's IT revenue systems. The report suggested not all transactions were processed through those systems 6.
Official response, as reported: commissioners declined to comment and referred the newspaper to the Ministry of Finance 6. The authority's annual report for 2021 to 2022 says 52 percent of Auditor General recommendations at least 12 months old were fully implemented 9.
Other official reviews
These reviews are not Auditor General reports. A TradeMark East Africa evaluation of the Single Window dated May 2015 found about US$506,000 of Phase I funds unspent as of December 2014, mainly from Rwanda Revenue Authority procurement delays 7. It found financial reporting to the donor lacked detail 7.
A World Bank Independent Evaluation Group review of the Great Lakes Region Trade Facilitation project found that Rwandan agencies modified contracts early in the project without revising the procurement plan or getting World Bank clearance. The parties then agreed to use the STEP system 8.
